Businessmen who were opening adult day care centers in the Bronx

The four sought help from lawmakers.

At the direction of the authorities, Mr. Castro said he would help promote the centers and secure contracts.

Helped the centers open, and wrote legislation for a moratorium on new adult day centers in New York City to block competition.

A Sting Operation Involving the Race for Mayor

State Senator Malcolm A. Smith of Queens and five other officials were arrested on April 2 on corruption charges in a sting operation involving an unnamed developer.

Used a Spring Valley, N.Y., real estate project as cover for the sting operation. The witness, a developer, was cooperating with the F.B.I. in exchange for leniency.

Arrested April 4

State Assemblyman Eric A. Stevenson and four businessmen were arrested April 4 on bribery charges. Prosecutors say Mr. Stevenson took money to help the businessmen obtain building certificates, speed construction work and prevent competition.
